Some delegates to the Second Continental Congress were worried
that the new form of government forged by the American states could
one day be corrupted just as the government of England had been
corrupted and used to oppress the people.
Thus, before the Declaration of Independence could be signed, they insisted that
another document be drawn up —
one that would give the people the
right and the means to overthrow an unrighteous government.
This document was written, signed, sealed away, and forgotten about.
